Here's the basic history of Kyoto, those who are helping, please feel free to help me edit this.
Back a while (several years) ago, there was a civil war on kyoto. The former govenor either stepped down or was killed. Since then, things have sort have been passed around in counsel, but recently the people have been crying for a new governer. Now, the counsel is holding an election to resolve the issue

This is what I have so far.
Hist. Nine years ago the city of Kiyoto was at the center of the countries civil war. During the civil war the city was almost destroyed. When the war was over the there was little left besides burned builds but Oniwaban step forward the help rebuild the city. Few people know what hand the Oniwaban has in the city and even fewer know what power they have. The city of Kiyoto would not be what it is to with out the help of the Oniwaban.
Four years ago the city was under attack by a Daemon and the city was close to becoming the burned out city that it was after the civil war. Just before the city was to fall to the Daemon, four people step forward to kill this Daemon. They were Kiyoto, Ramna, Yusake, Lustful Immortal, and Aiji
The battle plan that they were used to defeat and kill the Daemon was based on information of the city and the movements of the Daemon troop that the Oniwaban was able together.
Now Aiji might have been the oldest person in that fight but he has more skills and knowledge then the others. Ramna and Yusake were the youngest in the battle and they are both good warriors but that is just what they and that is what they will always be. They don’t have the skills to be a good leader. Now Lustful Immortal is a different story he is almost as skilled as Aiji and but he spends to much time drinking and womanizing. That is why Aiji should be the next Governor of Kiyoto.

Sounds good so far but we need to make sure that the other candidates have SOME chance of having votes. I think thats perfect for what we need for general background right now. we can figure the stories for the clans and groups based on what their leaders have been doing.

This is James M. Wendler.
One of the angles I'm planning on going for when I shoot PointCon for one of my news packages is going to be this LARP. Could I get a rundown on the BESM universe (In layman's terms, please, I'm reall not into anime that much) and the locations where you are going to hold the LARP?

Well, as far as BESM goes, the system itself is really open ended. In the 2nd Ed BESM book there are statistics attributes and skills for basically every genre in the world. It is quite simply the single most flexible system I've ever worked with (aside from CORPS but lets PLEASE not talk about that...). Big Eyes, Small Mouth is an Anime Roleplaying Game Rules Set that utilizes a Tri Stat System (Body Mind and Soul, the primary parts of a human) to accomplish almost anything imaginable. This Particular Live Action Role Play is based off of the themes and main characters of several very popular anime, tying these unique (and wholely unrelated) stories together so that we have an interesting setting to roleplay in as a giant group. The basic plot line of the LARP is that there is an island called Kyoto, where a Civil War and a Demon Menace were vanquished about 4 (Not positive on the dates) years prior. Now, Since the old Governor of Kyoto passed into the annals of History, we have to Elect a New Governor of Kyoto. Several mystics, a politician, and a a few rambunxious teenage boys are the candidates. You can see why we have a problem. Almost all of the candidates have some history with the War and the Demon, and they also have large groups of power backing themselves up. But trouble brews as the election date closes in, what will happen these last few days?
[Edit] I hope that cleared it up some. In short, BESM is a system, not a single universe, but a way to create whatever universe you want.

Yeah, in fact, we're using that to build the game into a non combat oriented theme. Think about it, if you assaulted a govenatorial electee, how long would it take them to throw your ass in jail? It'd be pretty quick. So outright violence is out of the picture, but between the oniwaban, the ninja clans, and a bunch of pirates, I think the situation will keep itself unstable enough to be entertaining.

Ok, Chris, so you know, we're trying to get a map from the building so we can lay out exactly what goes where. First lets figure out what sort of areas we need.
Ninja Clan Hangouts (4 or 5 possibly) A Public Speaking Area (for electees giving speeches to the masses, could also call it town square) A few offices for the Candidates (5, 4 for the players, 1 for "candidate X"?) Saito's place (for information Dealing)
I can't think of anything else specifically right now.
